    Deputy Engineering Manager JOB PURPOSE Provide leadership and be responsible for defining and implementing programs related to continuous improvement of engineering function in IPS China such as acquisition of new skills, training / developing engineering skills & capabilities, work procedures, tools, quality, productivity, engineering resources management and make / buy strategy. Propagate best practices to all engineering centers. 7) Establish engineering database to enable sharing of information and maximize reusability. 8) Establish and standardize engineering tools across the region for different product / services. 9) Makes recommendations for annual budget on engineering headcount, capital and tools investments. 10) Participates in pre-sales activities to provide project engineering support services such as evaluation of appropriate engineering team, formulation of engineering implementation strategy, and customer clarification meetings. 11) Review engineering productivity & costing across various centers, recommend make/buy or relocation plan. 12) Establish engineering productivity KPI (Key Performance Indicators), measure and take actions to improve engineering productivity. 13) Establish engineering quality KPI, measure and take actions to improve engineering productivity. 14) Any other tasks that may be assigned from time to time by Global Project Operations management.
